Pennsylvania American Water Receives $64.3+ Million in PENNVEST Funding for Statewide Water Infrastructure Improvement Projects

MECHANICSBURG, Pa.--(BUSINESS WIRE)--Oct 16, 2025--

The Shapiro administration yesterday announced that Pennsylvania American Water was awarded grants and low-interest loans from the Pennsylvania Infrastructure Investment Authority (PENNVEST) totaling $64,396,571. The funding will support four water infrastructure improvement projects in Butler, Columbia, Fayette and Monroe counties.

In Butler County, Pennsylvania American Water’s Butler water system filter improvement project received a loan of $28,500,000. The project will increase the reliable capacity at the company’s Oneida Valley Water Treatment Plant and includes the installation of new flocculation, sedimentation and filtration trains to help ensure reliable treatment performance. The project aims to replace aging infrastructure and improve the plant’s ability to operate during times of peak demand. The interest terms for the loan are 1.743% for the first five years and 2.179% for the remainder of the 20-year loan period.

A PENNVEST grant of $2,988,661 and loan of $2,411,339 will fund the replacement of approximately 389 identified lead water service lines in the City of Uniontown and North Union and South Union townships in Fayette County. The removal of all leaded components will provide direct water quality improvements to customers and is consistent with regulatory and Pennsylvania American Water initiatives to eliminate lead-containing lines from the public water supply system. Two of Pennsylvania American Water’s per- and polyfluoroalkyl substances (PFAS) remediation projects received PENNVEST grants and loans totaling more than $30.4 million:

  • In Columbia County, a project to build a new PFAS treatment facility and complete other system improvements in the company’s Berwick District received a grant of $1,087,628 loan of $24,362,372. The new facility will be constructed at the existing operations building with a transmission main to convey flow between existing wells and the new PFAS treatment facility. It will include granular activated carbon vessels for the removal of PFAS and will replace and upgrade chemical treatment facilities. Additional facility modifications include installing reliable backup power and chemical containment, as well as improving flood protection at the existing well site. The interest terms for the loan are 1% for the first five years and 1.743% for the remainder of the 20-year loan period.
  • In Monroe County, a project to build PFAS and manganese treatment facilities at the company’s Pocono Pine Hill Well Station garnered a $562,432 grant and a $4,484,136 loan. The project scope includes demolition of the existing well house and construction of a new treatment facility. The new treatment facility will include adsorbers for the removal of PFAS and green sand filters for the removal of iron and manganese. In addition, the project will replace and upgrade existing chemical treatment facilities and add a new backwash recycling system . The interest terms for the loan are 1% for the first five years and 1.743% for the remainder of the 20-year loan period.
